Can I place my child in a car seat on board?

It depends...

Seating

Children that have not reached their 2nd birthday are considered infants and do not occupy a seat as they sit on the lap of their parent/accompanying person. You can still purchase an additional seat for the infant if you wish, and you are then allowed to place a car seat in that seat. Note that the car seat must be located in a window seat and the child can only sit in an airline-approved car seat during takeoff and landing.

Children are not allowed to sit in the emergency exit row.
